Regulators Tighten Crypto Trading Rules Across Key Markets

Crypto trading regulation tightened this week as authorities and firms set new rules for market access, clearing, and licensed venues.

BitMEX said it will shut on 23 September after a strategic review. The closure will end an 11-year run for the exchange. Although the company did not tie the move to recent US policy changes, those changes now give US brokers and exchanges regulated paths to offer or access perpetuals.

Bitnomial and Kalshi can list products on regulated US exchanges. Meanwhile, Coinbase Financial Markets can offer access to qualifying Deribit contracts through its registered futures commission merchant. However, the route available depends on the venue, the intermediary, and the underlying asset.

Crypto Trading Regulation in the United States

The SEC agreed to pay Coinbase $150,000 in legal fees to resolve a two-year Freedom of Information Act case. The lawsuit related to records from the agency’s earlier crypto enforcement campaign. An inspector general review found that text messages from former Chair Gary Gensler’s device were lost after an automated policy wiped them.

The settlement ends the case without a court ruling on the FOIA claims. Still, the record-keeping issue now sits within a wider debate over how crypto enforcement policy was formed and reviewed.

Russia and Vietnam Raise Entry Barriers

Russia’s State Duma passed a law that requires crypto exchanges, exchange offices, and custodians to hold licences by 1 July 2027. Most of the law takes effect in September 2026. After the transition period, domestic crypto transactions must pass through authorised groups, and banks must reject transfers outside that system.

Banks, brokers, and asset managers may offer crypto services if they meet extra rules. In addition, retail clients will face suitability tests and a RUB 300,000 yearly cap through each intermediary.

Vietnam will start fining people who trade digital assets through providers without Ministry of Finance approval from 1 September. Fines can reach VND 50 million. They can rise to VND 100 million for assets set aside for foreign investors.

The pilot framework will allow no more than five exchanges. Applicants must hold at least VND 10 trillion in capital, while foreign ownership cannot exceed 49%. All trades must settle in Vietnamese dong.

Velocity Capital also became the first publicly disclosed client of Prometheum Capital’s omnibus correspondent clearing service, which covers execution, custody, clearing, and settlement for digital assets.
