Coinbase abu dhabi approval gives the company permission in Abu Dhabi Global Market to arrange investment deals and provide custody for tokenized securities.
The Financial Services Regulatory Authority granted the Financial Services Permission, Coinbase said on Tuesday. As a result, the company can build securities in ADGM that are represented as digital tokens. Coinbase said this approval is separate from its US effort. In 2025, it asked the Securities and Exchange Commission to allow tokenized versions of publicly traded stocks.
Coinbase Abu Dhabi Approval Framework
Under the structure, stocks and other traditional securities would stay regulated financial instruments. They would be issued in ADGM and backed by underlying shares held in trust. Verified token holders could receive economic benefits, including dividends. However, voting rights would depend on the terms of each offering.
Earlier this month, the FSRA also approved a prospectus for Apple CB Certificates. Coinbase Onchain SPV Ltd. issued those certificates through an ADGM special purpose vehicle set up in June. The certificates represent beneficial interests in Apple common stock. Coinbase could use the same structure for other equities.
Eligible investors could hold the securities in digital wallets. Meanwhile, transfers would still face sanctions screening and other regulatory checks. The products would also be limited to eligible jurisdictions outside the United States.
Apple Certificates Start the Rollout
Coinbase said Abu Dhabi is now its international hub for tokenization. The company added that the new FSRA license allows it to bring global securities to wallet users. It also said tokenization may support faster settlement, round-the-clock trading, and fractional ownership. However, Coinbase said adoption would depend on available liquidity.
The approval makes Abu Dhabi the base for Coinbase’s international tokenization and onchain capital markets work. Dubai remains its derivatives hub, according to the company. ADGM introduced its virtual asset framework in 2018. Coinbase has also used the region for digital debt and private-market products, including a Mubadala Capital strategy that drew about $75 million in onchain assets.
The Apple-linked certificates will serve as an early test of demand for tokenized equities under the new framework.
